I know it's pretty difficult, but well, with the 'R's and 'S's maybe you can guess it, especially the first line.

First I thought it to be a phrase/quote spoken by Morgoth, but then I realized that it's about one other character. I wasn't sure, so I checked the last words from one note, which I wrote very long time ago, when I was reading the books, and I found some Fëanor's sayings. So, that's it.

Edit: Words that were rather difficult to figure out were: whine and cages.

After conjecturing a lot (I had the last part, but not the beginning until now) I can say those are the Melkor's words he said to Húrin:

I'm not very good at that game, well, maybe only at wheels related to Tolkien's world .
It was not too difficult for me because I read it not so long ago (in English, fortunately). I had the last part: "as a cloud of doom", that I linked automatically to Melkor, I wasn't sure why. Maybe because it was an important quote as you say. And then, I seached for his quote in the book. Great book, indeed...
