It could either be implying that they are both oxymorons, or that the military does badly at both. As the general idea is that the military is bad at music it is saying that the justice system is just as bad.

That's how I took it. Examples of which are the Court Martial of Billy Mitchell for daring to show that airplanes could sink a battleship. And there was the WW I French Officer who also got a bum deal for telling the truth. Politics always gets involved, as in "Justice be damned, its for the good of the service".

There are two other anonymous quotes about eating (particularly useful when you must decide whether or not to eat a particularly unappealing food item):
