Legolas is the only member of the Fellowship of the Ring ànd major character of LOTR whose birthdate was never mentioned by JRRT. But this could perhaps mean Legolas was born somewhere in the second age, which is contradictory with the fact that Legolas is supposed to be a "young" elf.

I suspect JRRT just forgot to include this information in the appendices.

That number comes from the official LOTR movie guide, and hence is incorrect. Again, JRRT himself never stated JRRT's age.
