As for what 'Rath Dinen' means in Sindarin, Tolkien's text says 'Silent Street' but that probably is from the Numenorean rather than the Sindarin. I think 'Silent Street' is a good name for a street of the dead, for one certainly wouldn't want them to be noisy neighbors.
