I just saw the TFOTR once again. In the counsil of Elrond, Gimli is shown to be all heated up when it comes to Legolas handling the ring. It was more or less something as follows :

(From The Fellowship of the Ring movie. And btw, I know that Legolas didn't speak in the council in the book, but this incident is significant)

I don't remember the exact situation in the book. But, I don't remember any such incident happening in the counsil of Elrond. (Correct me if I'm wrong please.) I do however remember reading in The Hobbit that the relationship between the Dwarves and the Elves had deteriorated after the glory days in Moria (Durin's time.) I wonder why and how exactly. Can anybody please explain?
The strife seems to go back to the beginning of middle earth, Floyd. Aule made the dwarves in secret and without Iluvatar's permission. When found out Aule was ashamed for having kept this secret, however dearly loved his creation. Aule was about to destroy this creation as atonement, but Iluvatar took pity on his humility and spared the dwarves. This next passage comes from The Silmarillon, the chapter on Of Aule and Yavanna:

But Iluvatar spoke again and said: 'Even as I gave being to the thoughts of the Ainur at the beginning of the World, so now I have taken up thy desire and given to it a place therein; but in no other way will I amend thy handiwork, as thou hast made it, so shall it be. But I will not suffer this: that these should come before the Firstborn of my design , nor that thy impatience should be rewarded. They shall sleep now in the darkness under stone, and shall not come forth until the Firstborn have awakened upon Earth; and until that time thou and they shall wait, though long it seem. But when the time comes I will awaken them, and they shall be to thee as children; and often strife shall arise between thine and mine, the children of my adoption and the children of my choice.'


So Floyd, even before the elves and dwarves were awakened the prediction for strife between the two was foretold.
Well, I knew of the Dwarves' creation. Does that answer say everything?
No Floyd, I'm sure it doesn't answer everything. Its just told of the seed of discourd between elves and dwarves. I'm sure there are plenty of examples which can better enlighten us both. Hopefully other PT members will chime in with their wisdom.
There have been a few events in history that have created a rift between the Elves and Dwarves. The earliest one was possibly during the First Age when King Thingol asked the Dwarves to set a Silmaril in a necklace the Dwarves had earlier given him as a gift. After they had done so, they coverted the necklace so much, they killed Thingol and most of the elves of Menegroth in order to get their hands on it.

Later in the Second Age, there was great trade between the Elves of Eregion and the Dwarves of Khazad-dum (Moria). When Sauron attacked Eregion, however, and the surviving elves sought shelter in Moria, the Dwarves firmly bolted the West Gate and would not let them in.

And then in the Third Age, the Elves of Lorien were none too pleased when the Dwarves delved too deep and released a Balrog on their borders. This resulting action indirectly cost Lorien their King when Amroth went with his betrothed Nimrodel, after she refused to stay in Lorien near a rampaging Balrog.

Of a more personal note to Legolas, if it were not for the Orcs turning up at the Lonely Mountain, the Battle of Five Armies would no doubt have been a battle between Legolas's people and Gimli's.
