Well the Encyclopedia of Arda counts Tom along, because he actually put it on his finger, rather than just touching it. But I wouldn't count him along, because the Ring had no effect on him whatsoever, and because he didn't have it for a long enough period. But it all depends on what criteria you choose of course.

In this case the bearers of the three Elven rings also count. Sam wore the One Ring long enough to be classified as a bearer. For the other half of the answer, who was it that remained in Middle-earth at that time, that also had been a bearer of one of the Elven rings?
